Annual Parish Meeting
The Annual Parish Meeting will be held between 1 March and 1 June each year.
Electors may attend, speak, and vote on any item relating to the Parish. Their intention to attend should be notified to the Clerk in advance of the meeting. If a topic is to be raised by an elector then that subject should be passed to the Clerk at least two weeks in advance of the Annual Parish Meeting to allow adequate time for any research to take place, and permit the item to be placed on the Agenda for publication and then discussion.
The Chair of the Parish Council must preside at this meeting.
Annual Parish Council Meeting
The Annual Parish Council Meeting will be held in May or, in an election year, then between 4th and 18th day after election.
The Chair must be elected and then sign the Declaration of Acceptance of office.
The Vice-Chair must be elected, but no Declaration of Acceptance of office is necessary.
Either the last Chair or Vice-Chair may be re-elected.
Councillors will be asked to complete their Declarations of Pecuniary and non-Pecuniary Interests (if not already held) and Acceptance of Office forms, and the Clerk will pass to ERYC Democratic Services such papers as required in the Electoral Guidelines.
Other Meetings
There will be a minimum of 3 other Parish Council meetings during the year.
The Annual Parish Meeting and Annual Parish Council Meeting may be held on at the same event, but distinct from one another.
Foston Parish Council meets on a best endeavour basis every other month on the first Wednesday, at 7pm in the Village Hall, unless notified differently. A Planning sub-committee may convene at any time if the number, type, and timing of applications demand it.
A quorum for the Foston Parish Council will be any 4 Councillors of the total 6 in office.
Members of the electorate may attend any Parish Council meeting, but may not take part unless invited to do so during proceedings.
Any elector may advance Agenda items to the Parish Council. They should be submitted to the Clerk at least two weeks in advance of the relevant meeting to allow research and permit appropriate notification on the published Agenda.
Periods
The Parish Council Year is 1 April to 31 March.
The Chair will remain in office from the Annual Parish Council Meeting when elected until the next Annual Parish Council Meeting.
The Vice-Chair will remain in office from the Annual Parish Council Meeting when elected until the next Annual Parish Council Meeting.
Councillors remain in office for 4 years from 4th day after election to the 4th day after next election.
Six consecutive months of non-attendance of a Councillor without reason is grounds for removal.
